By yellow light states we mean those states where one can turn to a surrogate to have a child, but with caution. This is due to the existence of restrictions, or because case law is insufficient as to determine whether the courts are favorable or not to surrogacy. Alaska, Arizona, Idaho, Indiana, Iowa, Mississippi, Montana, Nebraska, Tennessee, Virginia, and Wyoming are some examples.
